30. >> cbs 5 reporter anne makovec explains what prop 30 means for california taxpayers. good morning, anne. >>> reporter: this is probably the headliner in state politics, proposition 30. it was called very early this morning that prop 30 did pass. in the end, 54% of californians voted to raise their own taxes. but almost 4.5 million voters said yes to prop 30. the nos 46% of the vote, less than 4 million people voted no on prop. people who earn more than $250,000 a year will pay higher taxes for seven years and that tax increase will be retroactive to the beginning of this year. now, all of us will be paying more sales tax a quarter cent for four years. that boils down to paying about a penny more for every $4 you spend. now, funding for schools was the deciding factor for a lot of voters here. governor brown had threatened to cut $6 billion from schools and colleges if prop 30 didn't pass. in fact, this year's budget assumes that prop 30 would pass. the additional money that's about to come in will help balance the state budget through 2019. >> well, here we have. we have the vote

is under way in two northern california cities. the california highway patrol is providing extra officers to oakland and stockton. chp officers will be in oakland two days a week at no cost to the city. help from the chp will allow the city's police department to increase patrols in high crime areas. >> the program is set to run for at least the next three months. >>> residence in fairfield are helping police search for a couple accused of stealing mail. one man set up a surveillance camera and put the red flag up on his mailbox. the video shows an altima pulling up in broad daylight and a woman gets out and grabbed the mail. one victim said she had a check stolen which was copied and turned into fake payments. >>> a new timeline out from the u.s. officials about just how long it took for help to arrive at that u.s. consulate in benghazi, libya. intelligence officials say cia officers went to the aid of state department staff in benghazi less than 25 minutes after the first call came in for help. timeline appears to be an effort to rebut a fox news report that claims the cia told its pers

california in an alleged terror plot. the fbi says they conspired to kill americans overseas and in the u.s. and planned to join al qaeda and the taliban. one suspect is a 34-year-old man who served in the us air force in 2000 and 2001. authorities say he tried to arrange for two california men to meet his contacts with terror organizations. >>> a man whose watch set off a bomb scare at the oakland airport won't face charges. this is the watch of the man. he tried to take this past security checkpoints last thursday. the toggle switch, fuses and wires apparently raised some alarms there. obviously. deputies arrested 49-year-old jeffrey mcgann and evacuated the terminal. >> i'm an artist. it's an art project. i travel with numbers of them to give to friends and family and people that give me corporate work, et cetera. >> well, the alameda county district attorney's office did not comment on why they dropped the charges. mcgann tells us this is the first time he has ever run into any trouble for wearing art in an airport. that might set off a few whistles and bells. >> you would think about

and get to my gate. >> reporter: yesterday was rough for flyers. 81 flights within california were canceled because of weather and travelers actually had to be rerouted. but to ease a little frustration we have tips for savvy travelers this morning. one, check your own bags. some airlines will let you tag your own bag and skip that extra line. tip 2, tsa has a precheck program. if you sign up for this, you can pass through a separate security line saving extra time. and three, there are new smartphone appears that keep track of how long you'll spend in the security lines so you can plan ahead. we want to make note that basically, the amount of traffic isn't just something we're seeing here but we're also seeing down in san jose. you're taking a live look now at san jose airport. and they are expected to see an uptick in travelers also about 2% more than last year. and today is expected to be their busiest day. so really the key is to plan ahead. i spoke with airport representative on the phone a few moments ago who can't stress enough that they want people to show up ahead of time
